Landfall: port of entry, border control and the crew list

HR-SUPERYACHT-M1 · Arrival · HR-SUPERYACHT-M1-A Getting a foreign yacht legally into Croatia: border crossing, crew list, flags, customs status and insurance.

The first hours in Croatian waters decide how the season goes: **shortest route** to a border crossing, a certified crew list and the right flags.

Legal frame Uredba o uvjetima za dolazak i boravak stranih jahti i brodica (NN 97/13 as amended by NN 50/17) arts 4, 8 and 9; Uredba o određivanju luka otvorenih za međunarodni promet (NN 8/06); Pomorski zakonik arts 66 and 1003 [consolidation]; Pravilnik NN 116/16 art. 3; undated police leaflet (PU splitsko-dalmatinska). Customs is the next lesson.

The shortest route in

A foreign yacht arriving by sea from outside the Schengen area goes by the shortest route to the nearest port with a sea granični prijelaz (border crossing point), unless it is only in neškodljivi prolazak (innocent passage). That is the police leaflet's wording. Anchoring in a cove for the night, swimming off the stern or running guests ashore by tender before clearance are the classic first-day mistakes.

The four arrival duties (Uredba art. 4)

Duty Where Note
Submit to granična kontrola (border control) Border police at the crossing Passports, crew list, ship's papers
Have the popis posade i putnika (crew and passenger list) certified Lučka kapetanija (harbour master's office) or its ispostava (branch) The police then check the certified list
Pay the prescribed fees Harbour master's office The vignette, Module 4
Register the stay of foreign nationals Under the aliens rules The Uredba gives no mechanics

NN 50/17 shortened the fee line to "prescribed fees under special regulations" and deleted the separate tourist-tax line; the tax still applies under its own act (Module 2). The vignette Pravilnik separately requires a foreign yacht to report to the nearest harbour master before staying or sailing (art. 3(3)).

Ports of entry

The Uredba NN 8/06 lists 30 ports open to international traffic, among them Umag (with ACI Marina Umag), Poreč, Rovinj, Pula, Rijeka, Mali Lošinj, Zadar, Šibenik, Split, Hvar, Vis, Korčula, Ubli (Lastovo), Vela Luka and Dubrovnik. The police leaflet adds seasonal crossings at Vis and Hvar, 1 April to 31 October. The list is twenty years old and some marinas now used for clearance are not on it: confirm the crossing with your agent before you plan the landfall.

Schengen

Croatia joined Schengen on 1 January 2023 and checks on persons at internal sea borders ended. A yacht arriving direct from Italy or Slovenia meets no check on persons; one arriving from Montenegro or Albania does. Whether the harbour master still certifies the crew list for a Schengen arrival is not settled by any text we read, so ask the office.

Flags and free pratique

  • A foreign yacht flies its own ensign and the Croatian flag in internal waters and the territorial sea, except in innocent passage (PZ art. 66(2)). The fine is HRK 1,000–10,000, about €132.72–1,327.23 (art. 1003(3)).
  • The free-pratique rule (no contact with shore until cleared) applies to vessels other than boats and yachts (art. 66(1)). Border control still comes first.

Leaving

Before departure (Uredba art. 9): border control again, the crew list certified again, then leave internal waters and the territorial sea by the shortest route.

TIP — Let the agent pay A registered maritime agent, or the marina concessionaire holding your berth contract, may pay the fees for the owner (Uredba art. 8(3)). On a weekend arrival that saves the morning.

A new single-window decree (NN 111/26, in force from about 8 October 2026) moves port formalities onto CIMIS; we saw nothing yacht-specific in it yet.
