Three ladders, not one
If you came up through the MCA system, the first surprise is that Croatia has no single yacht ladder. People at the helm sit on one of three tracks, and they rarely overlap.
| Ladder | Titles | Typical holder | Where the rules sit |
|---|---|---|---|
| Leisure | voditelj brodice A and B | owners, bareboat charterers | 2005 Pravilnik, Glava IX |
| National professional | voditelj brodice C, zapovjednik jahte A and B | paid skippers and masters on Croatian-flag craft up to 500 BT | 2005 Pravilnik, Glava IX–X |
| Merchant STCW | zapovjednik broda do 3000 BT, OOW, engineer officers and ratings | crew on yachts over 500 BT, and engine crew from 24 m | Pravilnik o zvanjima |
The professional titles are certificates of competency in the Croatian sense, issued by the Ministry (MMPI) or a lučka kapetanija (harbour master's office) after a board exam. They are not STCW certificates and do not travel the way an MCA CoC does.
Boat, yacht or ship
The Maritime Code draws the lines you will meet on every form:
- brodica (boat): hull over 2.5 m and up to 15 m, or total engine power over 5 kW, carrying no more than 12 passengers;
- jahta (yacht): sport and leisure craft over 15 m, for longer stays aboard, no more than 12 passengers;
- brod (ship): everything else, including anything carrying more than 12 passengers.
The Code also defines a velika putnička jahta (large passenger yacht: 24 m or more, 13–36 passengers), but the technical rules it promised were not found. Treat that category as unfinished.
What the leisure licences do
- A (from age 15): personal-use boats up to 7 m and 15 kW, within 6 nm.
- B (from age 16): all personal-use boats to 12 nm, and yachts up to 18 m used privately or chartered bareboat (art. 81(2)). The licence carries no expiry date.
Neither licence lets you take pay for skippering a boat or yacht chartered with crew. That is the line between the first and second ladders, and it is the one harbour master patrols ask about. The exam itself is covered in Voditelj Brodice B — Exam Prep, and renting in Renting a Boat or Jet Ski in Croatia.
No yacht engineering titles
Croatia has no counterpart to the MCA Y4–Y1 engineer certificates. The engine requirement appears only from 24 m:
- 24 m to 500 BT: one crew member certified as a rating forming part of an engine-room watch;
- over 500 BT: an engineer officer of the watch for propulsion of 750 kW or more.
Both are merchant STCW certificates. MCA Chief Engineer (Yacht) certificates do appear in the Ministry's 2026 recognition table, but only as helm privileges for private and bareboat yachts up to 18 m. That tells you nothing about engine-room posts.
TIP — Read the certificate, not the brochure Croatian schools still advertise titles with their old GT wording. Check the limits on the certificate against the current text before you accept a job.
