If you have rented a small outboard boat in other Mediterranean countries with nothing more than a passport and a briefing, Croatia will disappoint you. There is no licence-free motor boat category. The test is in the Maritime Code itself, not in a rental company's policy.
What counts as a boat
A brodica (boat) is a sea-going craft authorised to carry up to 12 passengers whose hull is over 2.5 m and up to 15 m, or whose total engine power is over 5 kW. Anything over 15 m built for leisure is a jahta (yacht). Note the "or": length alone or power alone is enough.
| Craft | Status | Who may helm it |
|---|---|---|
| Motor boat over 2.5 m, or any craft over 5 kW | brodica | Licensed helmsman (category A or B, next lesson) |
| Jet ski | brodica (under 4 m, water-jet) | Licensed helmsman (Module 2) |
| Rowing boat for personal use | brodica | Anyone over 12 |
| Craft of 2.5 m or less and 5 kW or less | outside the brodica definition | No licence rule found; maximum two people on board |
| Pedalo, SUP, kayak, canoe, windsurf or kite board, e-foil, underwater scooter | osobno plovilo (personal craft, not registered) | No licence; zone rules apply |
Rentals follow the personal-use rules
The surviving licence chapter of the 2005 regulation says that boats hired out without crew are treated like personal-use boats for crew and competence (art. 77). So the renter needs:
- category A for a boat up to 7 m and 15 kW, within 6 nm of the coast;
- category B for anything bigger or more powerful;
- and, above 15 kW, a B holder aged 18 or over.
A 5 m boat with a 15 hp outboard (about 11 kW) is an A boat. The same hull with a 40 hp engine (about 29.8 kW) is a B boat with an 18-year-old minimum. Engine power is what most renters forget to ask about.
WARNING — "No licence needed" offers If a kiosk offers you a motor boat over 2.5 m or over 5 kW without asking for a licence, the law has not changed; the operator is taking a risk on your behalf. A company that lets an unqualified person helm faces a fine of HRK 5,000–10,000 (about €663.61–1,327.23), and you are the one at the helm if anything goes wrong.
Personal craft: no licence, but a zone
The navigation-safety regulation (NN 52/25 art. 49) sets a box for unregistered personal craft:
- they may go out from sunrise to sunset within 300 m of the shore;
- not inside a buoyed bathing area, except pedalos and paddle boards;
- motorised personal craft (an e-board, for example) must stay at least 50 m off the shore;
- beyond 300 m only if the organiser or renter provides an escort motor boat.
A quick self-check
- Is the hull over 2.5 m, or the engine over 5 kW? If either, it is a brodica.
- Is it up to 7 m and 15 kW, and will you stay within 6 nm? Category A is enough.
- Otherwise you need B, and above 15 kW you must be 18.
TIP — Ask for the kW figure The engine plate and the boat's registration give power in kW. Divide horsepower by about 1.34 if the advert only quotes hp.
