Crew Authorisation Attestation (CYC 17.9)

Some foreign port authorities issue their own charter licence to commercial yachts and want the flag to confirm the crew meets the CYC. Malta calls that confirmation a Crew Authorisation Attestation.

  • Who asks: only an AGS, an RO or the yacht's authorised Maltese legal representative, by email to the MSD Yachting Section. Requests from anyone else are refused (17.9.4).
  • Who checks first: the same AGS, RO or representative checks the pack is complete (17.9.3).
  • What goes in (17.9.5): MSMC; crew list; flag endorsements for all deck and engine officers or valid acknowledgements while in process; the CoC itself where no endorsement applies (Yachtmaster, AEC); the assistant engineer's qualification; STCW basic training for all ratings in the minimum safe manning (including an AE if applicable); food-handling or cook's certificates for cooks named.
  • How: a download link to a file-sharing service, not attachments (17.9.6).

WARNING — The attestation is only as good as the pack An expired medical, or an acknowledgement past its three months, will surface here, usually two days before a charter. Run the checklist a fortnight out.

Originals and inspections

CY Notice 15 closes by reminding Masters that all original certificates and endorsements must be kept on board and fully available for inspection at all times. Keep one folder per crew member: CoC, endorsement or acknowledgement, GMDSS, medical, BST, security certificate, written confirmations.

TIP — Change of command A new captain inherits the crew file. Hand over the matrix, the Portal application numbers and the email thread with the Yachts Section, not just the folders.

For the manning tables these officers fill, see Malta Commercial Yacht Code 2025 and Safe Manning. For Malta's own CoCs, see the three Malta exam-prep courses.
