Foreign STCW certificates: the ovjera

HR-GUIDE-M3 · Foreign crew · HR-GUIDE-M3-A Ovjera of foreign STCW certificates, the limits of foreign leisure licences, and the paperwork for crew.

To serve on a Croatian-flag ship or yacht under a foreign CoC you need an **ovjera** (endorsement). EU certificates are straightforward; third-country ones depend on two lists.

Legal frame Pravilnik o zvanjima i svjedodžbama o osposobljenosti pomoraca NN 130/13 as amended by NN 85/21, arts 113–113.d and Prilog C50; MMPI "Priznavanje stranih svjedodžbi" (20 Nov 2023); Implementing Decision (EU) 2022/1973.

When you need it

An ovjera is the Ministry's endorsement recognising a foreign STCW certificate for service on Croatian-flag ships. On yachts it matters wherever the manning table asks for a merchant certificate:

  • the master and engineer officer above 500 BT (art. 84);
  • the engine-room rating and Basic Safety crew from 24 m (art. 83);
  • any officer post that the yacht's own crew documents set at STCW level.

It does not convert a foreign CoC into a Croatian yacht title. Whether an endorsed foreign CoC can fill the yacht-master posts of arts 82–83 was not confirmed. Ask before you sign on.

Two routes

EU-issued CoC (art. 113) Third-country CoC (art. 113.a)
Condition Issued by an EU member state, whatever your nationality State recognised by the European Commission and a Croatian STCW agreement with it
Temporary paper — Temporary ovjera on application, up to 3 months (or the CoC's expiry if sooner); carry it on board
Full ovjera States capacity, functions and level After checks on authenticity, validity and medical fitness; valid to the CoC's expiry, at most 5 years
Management level C50 Croatian maritime-law exam, or a Croatian shipowner's or company's attestation Same

The C50 programme says only that it follows current maritime legislation. Format, sessions and language were not found. In practice the company attestation route is the one most yacht officers will meet.

Which states are on the list

The Ministry's table of 20 November 2023 is still the one linked in October 2026.

  • Croatia recognises CoCs from: EU and EEA states; the United Kingdom; the Philippines, Georgia, Hong Kong, Indonesia, Korea, Malaysia, Singapore, Ukraine and Vietnam.
  • US Coast Guard: listed only for certain training certificates (ECDIS, BRM, ERM and leadership courses).
  • Recognise Croatian CoCs only: the Marshall Islands, Bermuda, the Isle of Man, Antigua and Barbuda, the Bahamas, Liberia, Panama, Switzerland and others.
  • Absent: the Cayman Islands.

The Ministry checks authenticity and validity electronically against the issuing state's databases (art. 120(2)). If that state withdraws or suspends your CoC, the ovjera falls with it (art. 113.a(11)).

The UK route rests on the EU's recognition of the UK STCW system from 11 October 2022 (Implementing Decision (EU) 2022/1973).

WARNING — Flag endorsements are not CoCs A Marshall Islands or Cayman endorsement of your UK CoC adds nothing in Croatia. The ovjera is assessed on the issuing state, so bring the original UK, Maltese or other CoC.

For flag-state endorsements generally, see Red Ensign Flag Endorsements and RMI.
