Foreign leisure licences: private and bareboat only

HR-GUIDE-M3 · Foreign crew · HR-GUIDE-M3-A Ovjera of foreign STCW certificates, the limits of foreign leisure licences, and the paperwork for crew.

The Ministry recognises dozens of foreign licences, **but only for personal use and bareboat charter**. A paid skipper on a crewed Croatian-flag charter needs a Croatian title.

Legal frame Pravilnik o brodicama i jahtama NN 27/05 as amended, art. 4(2)–(8) (kept by NN 13/20 art. 48); MMPI table "Priznate isprave ... za upravljanje brodicama i jahtama hrvatske zastave" (21 May 2026); earlier table of August 2020.

How recognition works

On a Croatian-flag boat or yacht, a foreign licence counts only if:

  • Croatia has a memorandum of understanding with the issuing state (Hungary and Slovakia), or
  • the Ministry has compared the two systems and issued a recognition decision (art. 4(3)–(4)).

The results are published as a table on the Ministry's site. The current one is dated 21 May 2026. It covers the memorandum states and about forty others, from Austria to New Zealand.

The limit that matters to crew

Every row lists privileges in the same two categories:

  • boats and yachts for personal use (za osobne potrebe);
  • boats and yachts chartered without crew (koje se iznajmljuju bez posade).

Nothing in the table recognises a foreign leisure licence for commercial use with crew. On a Croatian-flag boat or yacht chartered with crew, the paid skipper must hold a Croatian title: C up to 18 m, yacht master A for 18–24 m, B above that.

The UK rows

RYA / MCA certificate Croatian-flag privilege (personal use and bareboat)
ICC (coastal, power up to 10 m) boats; yachts ≤18 m; Croatian waters
ICC (coastal, up to 24 m or 80 GT) boats; yachts ≤24 m; Adriatic
Day Skipper practical course boats; yachts ≤18 m; Adriatic
Day Skipper CoC boats; yachts ≤24 m; Adriatic
Coastal Skipper CoC; Yachtmaster Offshore / Ocean CoC boats; yachts ≤500 BT
MCA Master (Yacht) <500 GT / <3000 GT yachts ≤500 / ≤3,000 BT, unlimited
MCA Chief Engineer (Yacht) 1–4 boats; yachts ≤18 m

The August 2020 table expressed the same rows in GT (an ICC "to 30 GT"). The 2026 table uses metres for the smaller bands, in line with NN 13/20.

The radio condition

Almost every row adds that the holder needs a domestic or foreign radio certificate if a VHF is fitted. An SRC satisfies it. Without one, the holder can pass the Croatian maritime radiotelephony subject at a harbour master's office.

Foreign flags

On a foreign-flag yacht the flag state decides: the skipper must be qualified under its law, and Croatian rules step in only where the flag prescribes nothing (art. 4(7)–(8)). That is why a Maltese commercial yacht can be skippered under a Maltese-accepted certificate in Croatian waters. It still needs cabotage approval or EEA status to charter (lesson 4.2).

TIP — Carry the original Charter bases check certificates at handover. Carry the original and the radio certificate, not a scan. The bareboat side is covered in Bareboat Chartering in Croatia.
