Red Ensign Group registers and flag endorsements

COC-REVAL-M3 · Flag endorsements · COC-REVAL-M3-A UK Flag State Endorsements for foreign CoCs, and endorsements of UK CoCs by Red Ensign, Maltese and Marshall Islands registers.

Most British-crewed superyachts fly a Red Ensign, but not always the UK's. **Cayman, the Isle of Man or Gibraltar each run their own endorsement process.**

Red Ensign flags

Governing: STCW regulation I/10; each register's own shipping notices; Red Ensign Group. Builds on: L3.1.

The Red Ensign Group

The Red Ensign Group (REG) is the UK, the Crown Dependencies and the UK Overseas Territories that run shipping registers. It publishes the REG Yacht Code used by many large yachts. The REG sorts its registers into two categories:

Category Registers Limits
1 Bermuda, British Virgin Islands, Cayman Islands, Gibraltar, Isle of Man, UK Unlimited tonnage, type and length
2 Anguilla, Falkland Islands, Guernsey, Jersey, Montserrat, St Helena, Turks and Caicos Up to 150 GT, extendable to 400 GT by agreement

The Cayman Islands and the Isle of Man are among the most common flags for large commercial yachts.

One family, several endorsement offices

A common assumption is that a UK CoC is automatically good on any Red Ensign yacht. The REG's own FAQ does not say that. It says each administration has its own application process for a Flag State Endorsement, and there are some differences in which CoC-issuing countries they accept. The UK maintains a combined list of countries with which it has signed MoUs on behalf of the REG Category 1 registers.

WARNING — Check before you join Whether a UK CoC holder needs a separate endorsement for a particular REG flag is a question for that register. Get the answer in writing from the registry or the yacht's manager before you sign on.

Cayman Islands

The Maritime Authority of the Cayman Islands (MACI) runs the Cayman Islands Shipping Registry (CISR). Its guidance says officers of any nationality may serve on a Cayman ship if they hold a CoC issued by an administration recognised by the CISR, with the recognised list in a CISR shipping notice. To apply for a Cayman Islands endorsement:

Item Detail
Form CISR504
Documents Copy of CoC; copies of STCW Chapter V certificates; passport; valid seafarer medical
Originals Not required
Processing Up to 5 working days with all documents and fees (MACI FAQ)

MACI also publishes manning guidance for yachts in trade of 24 m and over, which sets the certificates required on Cayman yachts. Your yacht's manager should hold the current edition.

Isle of Man, Gibraltar and others

Each has its own seafarer endorsement arrangements and guidance notes. The pattern is similar: application form, copies of CoC and supporting STCW certificates, medical, fee, and a temporary document allowing you to serve while it is processed. Confirm with the register.

Keeping REG endorsements valid

An endorsement is only as good as the CoC behind it. When you revalidate your UK CoC, expect to send the new CoC to each flag that has endorsed it. Keep a list:

Flag Endorsement no. Expiry Linked CoC expiry

TIP — The management company can help Yacht management companies apply for flag endorsements daily. Ask them to process yours with the crew list; it is usually faster than applying alone.

Why it matters

Flag and port state inspectors check that each officer's CoC is endorsed for the flag. A missing endorsement is a deficiency against the yacht's safe manning document, and can detain the yacht or void insurance cover in the event of an incident.
