Per-flag rule
Governing: CISN 01/2024 Rev 02 §1.2; IoM MSN 050 §1, MSN 051 §2, MSN 054 Sched. 3; BSN 2025-015 §2(2); BVI MC 10/2025 Reg. 7; Gibraltar seafarers page. Builds on: L1.2.
Most yacht officers carry an MCA CoC, and the Red Ensign family is where it pays off. Not uniformly.
The comparison
| Flag | UK CoC needs flag endorsement? | Authority | Notes |
|---|---|---|---|
| Cayman | Yes | CISN 01/2024 §1.2 | UK on the list, "Evidence of English not required"; all UK CoCs limited to yachts or sailing ships accepted for endorsement (MPM Annex A.2) |
| Isle of Man | No | MSN 050 §1; MSN 051 §2 | MSN 054 Sched. 3 adds UK RYA yacht and IYT yacht CoCs |
| Bermuda | No, per notice | BSN 2025-015 §2(2); MG-03 | BSMA web page says the opposite |
| BVI | Unclear | Website; MC 10/2025 Reg. 7 | No published clarification |
| Gibraltar | No | Seafarers page; Yachtmaster's Handbook §1.2 | MCA and RYA yacht CoCs accepted if endorsed for commercial operations |
Cayman: the outlier
CISN 01/2024 §1.2 says holders of a CoC from a listed country "also require an endorsement", and the list includes the United Kingdom. There is no UK carve-out. A Master (Yachts) <3000 GT with an MCA CoC files form CISR 504 and pays the fee before joining a Cayman yacht, or joins on the CRA.
Bermuda: notice against web page
BSN 2025-015 §2(2) is explicit: "Officers holding UK certificates of competency are not required to hold a Bermuda endorsement." The flag guide MG-03 repeats it. The BSMA seafarers page says officers "must hold certificates of competency issued by the UK or one of the Accepted STCW Countries, which must be accompanied by a Bermuda Issued Endorsement". Read literally, that catches UK CoCs. The notice is the formal instrument and should prevail; a cautious manager can ask the BSMA to confirm in writing.
BVI: genuinely open
VISMA's STCW page uses the same sentence as Bermuda's web page, with no notice to contradict it. The UK STCW Regulations 2022 as adopted by Marine Circular 10/2025 go further: an officer must hold a certificate of competency or certificate of equivalent competency issued by "the Minister", meaning the Virgin Islands minister. On a literal reading an MCA CoC is a foreign certificate needing BVI recognition. REG practice elsewhere points the other way. Until VISMA confirms otherwise, plan on a BVI endorsement.
CAUTION — Do not rely on habit "Red Ensign, so my MCA ticket is fine" holds for the Isle of Man and Gibraltar, holds on paper for Bermuda, fails for Cayman and is unconfirmed for BVI. Ask which flag before you ask anything else.
Still needed on a no-endorsement flag
- The original UK CoC and any separate GMDSS certificate on board.
- A medical certificate that flag accepts (Lesson 3.3).
- At management level, working knowledge of that flag's law and procedures, checked on board (Lesson 4.1).
